IMO a difficult to attain prestige mission for stability is a lower priority than having a loyal Persia.

Sacrificing tons of lives/manpower for dumb things is the best, and creates some pretty great stories. Like the time where the Pope singlehandedly fought a war against venice and their allies for years, leading to the death of 100k+ men, simply to make the Doge of Venice get down on both knees and lick his boots(show strength)

make the tribes loyal to cut cavalry cost by 20%, and delete some of the infantry you aren't using.

Very slow campaign, episode 28 and only done about 50 some years

The interesting thing about this campaign is how doing all the usual and sensible things can end up with you being boxed in somehow. Arumba wants to take advantage of horde cav, but the horde economy is too weak to support it.
He wants to conquer central Asian land because it's easy, but it also delays his institution spread because they're primitive lands. And actually adopting an institution also requires money, which again is in short supply.
Managing all this might require a different approach, and I'm not sure Arumba has found it yet. Note how he notices and frets about his finances, but still keeps doing the things one would do if finances weren't an issue at all. -

i think it's time to march towards europe. more institution spread --> more tech --> more money. and of course also highly developed european cities instead of 6 development little asian villages.

it might be a good idea to take economic idea as your next idea. it helps with inflation and lowers the amount of extra money you have to pay from loans

So what I don't get is that the vassals are getting too strong so he's waging war so they can't rise up... however, did I understand correctly that he wants to give his vassals even more land?
How does that make sense?

How come you left Shirvan with the tribes? I mean, the node sucks for you (Persia) but it's one of the best provinces to develop (It has Silk + Estuary)

I would take corruption any day instead of loans + inflation + negative income. I played a similar campaign with Crimea and hordes can't sustain an all cav + cannons army, since they don't have a huge tax modifier due to lack of clergy. I almost went bankrupt twice but then i debased my currency and I managed to go -100 piety and that's the only way you can keep your income stable.
Also, I made the same mistake and i released Persia as a vassal, I managed to annex them but it was painful, you can increase their development to lower their liberty desire by 5 and try to annex them (in my campain they also had all their cores). Their liberty desire keeps going up even when you integrate them and it took like 25 years to finish it.
Last tip: keep relations positive with all your neighbours, even those you are planning to attack, they will spread institutions faster in your territory (ex. Lithuania, Genoa). -
