There is another way which is easier and faster or just as fast as this method.
Just use the muffle spell repeatedly while having the mage stone equipped, along with the lady stone in the aetherium crown.
Make sure you have items equipped that can regenerate and/or fortify magicka at really high amounts, in order for it to be really effective.

This isn't working for me, I have to cast rally at the council 28 times before I level up my illusion

using muffle is also a great way to level up illusion :)

Just spam muffle and u will be from 1-100 in less then 20 mins

A better place to exploit the rally spell is the palace of kings in windhelm. In the hall, there are more than 10 jarls sitting around the table. Simply cast rally to them. With the mage stone activated and your follower included in the crowd, prepare for 20 min of dead brains. Of course, I sided with the Imperials during the civil quest line. Can't confirm if it works for Stormcloak lovers.

I'd like to add that if you've completed the civil war for the stormcloaks, underneath all of the people in the top floor of the blue palace is where all the ousted jarls are and their children and housecarls and stewarts so you'll hit at least 20 people down there with one cast.

But there is another illusion spell that can make you reach to 15-100, its muffle. I used it once when no enemies were around, and it worked as well.

Dude that costs 450 magical, with the half thing it'd still take 225, you have to level up 13 times if you hadn't put any points into the spell. Fuck, in the end it will be worth it tho to level up quick.
