While playing as Trevor I used the Rail Gun cheat (glitch) at the Ammunation Gun Range. As you'll see it's easy, all you have to do is kill yourself! I'm not sure, but you might only have access to the rail gun if you have "upgraded" to PS4 or XBOX One from PS3 or XBOX 360.
